Abstract	Il est généralement admis que l’apprentissage et la reddition de comptes sur l’action humanitaire sont les points faibles du système. La plupart des donneurs membres du CAD ne sont guère portés à agir pour encourager les organisations humanitaires à promouvoir la transparence, l’efficience et l’efficacité (Principe 15), promouvoir l’application des lignes directrices et principes (Principe 16), soutenir les initiatives propres à favoriser l’apprentissage et la reddition de comptes (Principe 21) ou encourager la conduite régulière d’évaluations des réponses internationales aux crises humanitaires, y compris des examens de la performance des donneurs (Principe 22).
