Abstract	L’efficacité de la coopération pour le développement exige un personnel compétent et expérimenté ayant une bonne maîtrise de la problématique du développement, surtout sur le terrain. Pour qu’un organisme d’aide puisse fonctionner efficacement, il doit disposer d’un personnel local et expatrié qualifié et très motivé, et veiller à améliorer ses compétences. En ce qui concerne la gestion des ressources humaines, il est essentiel de conserver une masse critique de compétences dans le domaine de la coopération pour le développement, d’instaurer de bonnes conditions de travail, de favoriser la mobilité du personnel, de trouver le bon dosage de compétences, d’offrir des incitations adéquates au personnel et de définir le rôle et le statut du personnel local. Pour mettre l’accent sur l’efficacité de l’aide, il faut être en mesure de mieux appréhender le profil et les qualifications des agents dont on a besoin sur le terrain et d’accorder à la gestion des ressources humaines davantage d’importance que par le passé.
