| Abstract | Increasing demand for mobile data communications and for various applications encourages mobile network operators (MNOs) to deploy new radio access technologies (RATs). The third generation partner project (3GPP) has specified an all-IP-based mobile core network: evolved packet core (EPC) which can can accommodate a 3.9-G RAT (Long Term Evolution [LTE]) as well as conventional RATs, such as UMTS and CDMA2000. The cellular RATs can release radio resources (assignment of the radio frequency and the transmission time slot) when a mobile terminal (MT) is in an idle mode. However, the EPC nodes, such as anchor and mobile access gateways, maintain all these MT sessions. This means that MNOs are forced to retain the sufficient capacity in the gateways despite the fact that active MTs are much less than the total subscribing MTs. This paper proposes modifications to the service request procedure which establishes the communication path when an MT in the idle mode begins communications. The modification enables the EPC nodes to maintain the sessions only for MTs in an active mode where the MT has on-going communications. and to release the context (session-related information) for MTs in the idle mode. A simulation-based evaluation shows that the proposal can reduce the sessions maintained by MNOs to one fourth of the total MTs. |

National Digital Library of India (NDLI) is a virtual repository of learning resources which is not just a repository with search/browse facilities but provides a host of services for the learner community. It is sponsored and mentored by Ministry of Education, Government of India, through its National Mission on Education through Information and Communication Technology (NMEICT). Filtered and federated searching is employed to facilitate focused searching so that learners can find the right resource with least effort and in minimum time. NDLI provides user group-specific services such as Examination Preparatory for School and College students and job aspirants. Services for Researchers and general learners are also provided. NDLI is designed to hold content of any language and provides interface support for 10 most widely used Indian languages. It is built to provide support for all academic levels including researchers and life-long learners, all disciplines, all popular forms of access devices and differently-abled learners. It is designed to enable people to learn and prepare from best practices from all over the world and to facilitate researchers to perform inter-linked exploration from multiple sources. It is developed, operated and maintained from Indian Institute of Technology Kharagpur.
