| Abstract | In many technical systems, such as smart grids, the central issue is to enable multiple devices to solve a resource allocation problem in a cooperative manner. If the devices' ability to change their contribution is subject to inertia, the problem has to be solved proactively. This means that the allocation of resources is scheduled beforehand, based on predictions of the future demand. Because of the scheduling problem's complexity, schedules should be created rather sporadically for a coarse-grained time pattern. However, because the resource allocation problem has to be solved for all time steps and the demand and provision of resources is uncertain, devices have to reactively adapt their contributions according to the current circumstances. In this paper, we present a mechanism that allows the participants to incorporate the information of proactively created schedules in their reactive decisions in order to steer the system in a stable and efficient way. In particular, the decisions are guided by schedules that already include information about possible uncertainties. While this combination avoids inertia based problems, it significantly reduces the computational costs of searching for high quality solutions. Throughout the paper, the problem of maintaining the balance between energy production and consumption in decentralized autonomous power management systems serves to illustrate our algorithm and results. |

National Digital Library of India (NDLI) is a virtual repository of learning resources which is not just a repository with search/browse facilities but provides a host of services for the learner community. It is sponsored and mentored by Ministry of Education, Government of India, through its National Mission on Education through Information and Communication Technology (NMEICT). Filtered and federated searching is employed to facilitate focused searching so that learners can find the right resource with least effort and in minimum time. NDLI provides user group-specific services such as Examination Preparatory for School and College students and job aspirants. Services for Researchers and general learners are also provided. NDLI is designed to hold content of any language and provides interface support for 10 most widely used Indian languages. It is built to provide support for all academic levels including researchers and life-long learners, all disciplines, all popular forms of access devices and differently-abled learners. It is designed to enable people to learn and prepare from best practices from all over the world and to facilitate researchers to perform inter-linked exploration from multiple sources. It is developed, operated and maintained from Indian Institute of Technology Kharagpur.
