| Abstract | From the viewpoint of risk the power system security and reliability under the environment of electricity market were researched. Because in competitive electricity market the power generation companies, power grid companies and load service entities belong to different economic bodies respectively, so that in the system operation, planning and design the consideration of the factors impacting system security and reliability is obviously different from those in traditional power systems. For the secure and reliable operation of power system under market environment, following aspects, such as power network planning and operation, ancillary service, anti-fault automation devices and the implementation of system security and reliability, were researched and it was pointed out that the economy and security would no more be expressed as two independent indices, the system security and reliability would be blended each other, and the security index of traditional power system would no more exist independently, but would exist as a measure that might bring economic benefit to relevant company. What whether a certain security index of traditional power system would be performed under market environment and to what extent it might be performed would depend upon the economic profit that might be brought to relevant company from the performance of the index. According to such a change, on the basis of implementing the security and reliability of traditional power system under market environment two approaches to implement system security and reliability, which were based on the maximization of social effect and the maximization of power grid company's economic benefit under the prerequisite of ensuring the economic benefit of power grid company's users, were proposed. National Digital Library of India (NDLI) is a virtual repository of learning resources which is not just a repository with search/browse facilities but provides a host of services for the learner community. It is sponsored and mentored by Ministry of Education, Government of India, through its National Mission on Education through Information and Communication Technology (NMEICT). Filtered and federated searching is employed to facilitate focused searching so that learners can find the right resource with least effort and in minimum time. NDLI provides user group-specific services such as Examination Preparatory for School and College students and job aspirants. Services for Researchers and general learners are also provided. NDLI is designed to hold content of any language and provides interface support for 10 most widely used Indian languages. It is built to provide support for all academic levels including researchers and life-long learners, all disciplines, all popular forms of access devices and differently-abled learners. It is designed to enable people to learn and prepare from best practices from all over the world and to facilitate researchers to perform inter-linked exploration from multiple sources. It is developed, operated and maintained from Indian Institute of Technology Kharagpur.
