Abstract	In recent years, the management of personal or privacy information has attracted much attention. Privacy laws and regulations, specifically regarding facial images and other information obtained from surveillance cameras, have not been fully established. People who have been photographically surveilled have begun to demand the right to control how such information is obtained and used. Therefore, the need for privacy protection is strong. However, surveillance cameras are chiefly used for crime prevention and detection. When criminals are photographed during a criminal act, privacy protection in such cases is undesirable. To reconcile the competing interests of privacy protection and crime prevention and detection, this study proposes a unique surveillance camera system. This paper describes the features of the system and considers its validity.
