Abstract	The increasing demand for a range of services with varying traffic flow characteristics, and the need for seamless wireless access, have led to a growing interest in multi-service low Earth orbit (LEO) satellite networks. A new approach to the problem of resource utilization is put forward. The approach divides the traffic into two classes, one associated with delay sensitive services, and the other with services that are not delay sensitive. An iterative algorithm is proposed which assigns traffic on a first-come-first-serve basis, subject to a maximum average packet delay constraint. The algorithm is shown to provide effective resource utilization when dealing with traffic having random time-varying characteristics.
