Abstract | Oncor Electric Delivery presently has a formal program of using standardized designs for most of the protective relaying panels, control circuits, logic, and relay settings applied in its substations and switching stations. Standardized relay and control panel designs are developed through collaboration between the Engineering Standards and System Protection Groups. The program has been found to produce many benefits, including fewer protection system misoperations, reduced engineering costs, fewer design and installation errors, standardized commissioning and testing procedures, and an improved ability to provide training, operations support and technical support. Oncor's standardized panel program has evolved over the last twenty years, beginning with a change from “preferred practices” to more formalized standards. The present program is the result of development and support experiences through these years and several generations of designs. At Oncor, the “new application” life of a standardized panel design utilizing microprocessor relays is at least five years. Integral to the success of the standardized panel program is the provision of adequate personnel training and design documentation. Furthermore, the ability to provide adequate personnel training is contingent upon having adequate design documentation. As the available hardware, design practices, and personnel base have evolved over time, so have the documentation needs and methods. We expect to continue adjusting and improving our documentation and training methods as we adopt new technologies. This paper discusses the evolution and current state of Oncor's documentation practices related to standardized protective relaying panels. The practices discussed have been developed specifically for the purpose of supporting the company's standardized panel program and are not targeted toward compliance programs related to the NERC standards or other external requirements. However, the resulting documentation may also be useful for supporting compliance activities in the future. |

National Digital Library of India (NDLI) is a virtual repository of learning resources which is not just a repository with search/browse facilities but provides a host of services for the learner community. It is sponsored and mentored by Ministry of Education, Government of India, through its National Mission on Education through Information and Communication Technology (NMEICT). It is designed to enable people to learn and prepare from best practices from all over the world and to facilitate researchers to perform inter-linked exploration from multiple sources. It is developed, operated and maintained from Indian Institute of Technology Kharagpur.
