Abstract	Berkeley Laboratory, a scientific research and development institution with about 3000 employees, has a stated commitment to delivering its information primarily in electronic form, which has come to mean using the World Wide Web. Use of the Web has mushroomed in the past two years despite practical obstacles. Employees use Web browsers as an easy way to obtain electronic copies of forms. In most cases, rather than replacing paper, this provides an easier beginning for a process that is still conducted with paper at this time. The Web also provides how-to information. The great business utility of the Web has proven to be in outreach functions, where it has not resulted in cost savings but has opened large, unforeseen opportunities at surprisingly low incremental cost.
