| Abstract | This research tested and presents an alternative technique to communicate between a client and server system in a post 911 combat environment. In order to defend the United States against enemies foreign and domestic; it is crucial that combat forces are equipped with the best communication equipment available. 21 years technology experience in a military environment supports this research and contributes an ideology that could revolutionize the government communication process. The "mobile secure role base access control" (MS-Ro-BAC) approach, is a methodology designed to access secure global databases via wireless communication platforms (D.F. Ferraiolo et al.). This research involved the development of a open-source database, for wireless vs. wired access connectivity. Proprietary software programs determine the authenticity of the user through rigorous token information supplied by the client machine. Forty database access scenarios presented during day and night hours, compiled the system results, thus verifying the performance and throughput quality of this alternative methodology. After compiling the results of the experimental process, it was evident that the indium Satellite gateway was ineffective as a communication service to access the database in a global strategic environment. Future research attempts will test other global, mobile satellite communication techniques, based on the identical process illustrated in this manuscript |

National Digital Library of India (NDLI) is a virtual repository of learning resources which is not just a repository with search/browse facilities but provides a host of services for the learner community. It is sponsored and mentored by Ministry of Education, Government of India, through its National Mission on Education through Information and Communication Technology (NMEICT). Filtered and federated searching is employed to facilitate focused searching so that learners can find the right resource with least effort and in minimum time. NDLI provides user group-specific services such as Examination Preparatory for School and College students and job aspirants. Services for Researchers and general learners are also provided. NDLI is designed to hold content of any language and provides interface support for 10 most widely used Indian languages. It is built to provide support for all academic levels including researchers and life-long learners, all disciplines, all popular forms of access devices and differently-abled learners. It is designed to enable people to learn and prepare from best practices from all over the world and to facilitate researchers to perform inter-linked exploration from multiple sources. It is developed, operated and maintained from Indian Institute of Technology Kharagpur.
