Abstract	In this paper, we present a game-theoretical approach to allocate the power in multicell OFDM systems by a distributed way. A specific utility function is defined considering the users' average utility per power, i.e., power unit based utility. The resource control problem is formulated as a noncooperative game, with which the properties of the Nash equilibrium of the game is investigated. Since the equilibrium is Pareto inefficient, we propose a pricing policy to the user's transmit power by adding a penalty price. With the adoption of the price, the user's aggressive behavior is depressed and Pareto improvement is achieved. Simulation results show that the proposal outperforms the pure water-filling algorithm and the users obtain higher utility and lower transmit power by proper pricing policy
