Abstract	Temporal GIS (TGIS) is a research focus of geographical information sciences (GISci). The model design of TGIS should aim at a specific application field. A TGIS pointing to dynamic monitoring of land use, an information system of land use for Jiaoqu County, Baotou (ISLJB), is described in this paper. Several key factors, such as data base, identity validation rules, temporal synthesis period, temporal granularity and desired query functions, are described first. A comprehensive spatio-temporal data model (CSTDM) is the data model designed for ISLJB and could deal with all three kinds of spatio-temporal geographical entity effectively. Logically, ISLJB consists of a series of STAGE structures which include a EL structure, a NOW structure and a TSC structure. The EL structure's base is a model of the base state with amendments (BSA) and could process queries about changes effectively. The TSC structure's base is a model of space-time composite (STC) and could conduct queries about the process and state. Due to being highly frequently used, the NOW structure exists necessarily. In ISIJB tow redundancies exist, which are RTE and RTN. The two redundancies greatly improve ISLJB's performance at the price of little redundancy.
