Abstract	With new media ceaselessly appeared, press industry rapidly developed and presented a concept-digital publishing. Same content is published by diversiform medium that include books, CD_ROM, digital library, the networks and mobile services. New forms of media and new system requirement demanded information system. And then all kinds of requirements compelled the information system to possess more capabilities. On the other hand, with increase of market competition, the content of a digital publishing product decides whether a digital product is profitable or it is out of pocket. So selecting a subject becomes a key link. More and more professional talents take part in this action. This paper presents a semantic-based intelligent system of selecting a subject. In order to improve efficiency of information issuing and searching, we devise algorithms to draw core concepts from query condition and reasoning. And we also present a method to build an intelligent team of developing digital productions. The team not only manages the sharing information used by professional people, but also organizes and manages professional people who take part in the production development.
