Abstract	To achieve energy-saving and environmental protection, electrical heaters play an important role in the heating system in some northern regions of China. To achieve the centralized controlling and meet the different requirements of every heating unit, distributed control system that is applied to electrical heaters of public building is a better way to realize Intelligent control of electrical heaters. ActiveX controls are used to transmit data and communicate. In the Distributed Control System, many functional modules are developed and applied to. New self-developed thermostats with high performance and high integration are adopted as terminals. In the end, it is significant to save energy and fund, reduce pollution.
