Abstract	Aiming at the load balancing of multiple up-links, CIAP (Covariance target Iteration Algorithm based on PBA) algorithm is proposed, which can adjust routing table secondly according to the covariance of links' delay and residual bandwidth. Then, the IP fragments is mapped to each link by PBA (Public Bidding Algorithm) algorithm and thus multiple links' traffic is balanced to a certain extent. In the end, routing update frequency is studied initially. Experimental results show that the optimization performance of CIAP is increased to a certain extent than DTIA (Delay Target Iteration Algorithm) when network load is heavy.
