Abstract	After the stupendous Three Gorges Project finally built-up, the total quantity of the electricity would be enough for most of China so as to alleviate the energy tension in our country. As the Three Gorges Project brings great economic and social benefits, we have to be aware that the security of the Three Gorges Reservoir Area is on an inestimable position to the whole country. Meanwhile, under the time background when emergencies happen more and more frequent, legal countermeasures for the emergency in Three Gorges Reservoir Area have great significance for the establish of the harmonious reservoir area.
