| Abstract | The rhetoric title of this paper reflects a continuous debate between researchers and company/funding institutions on the value and meaning of base (fundamental) and applied research. On one hand there is a rush in going to short term application of research work, because the return of any industrial investment is more and more in the time range of a very few years. Unfortunately, also research financial institutions, such as European Community, EPRI, CRIEPI etc., are going in the direction of promoting applied work. This can be seen with favor as long as it can correct distortions of the past, when fundamental research had been seen as a permanent exercise of speculations without overwatching an applied end, but the risk is to loose the fundaments of knowledge which is the only way to promote real and stable innovation. This paper has thus the purpose to highlight again how much fundamental research is being contributing to practical topics such as management of electrical assets, which is a key point for reliability, availability, cost saving and energy quality of any electrical system. After a broad introduction, focus is made on how base research has contributed to the development of diagnostic tools that are fundamental for maintenance decisions in electrical assets. |

National Digital Library of India (NDLI) is a virtual repository of learning resources which is not just a repository with search/browse facilities but provides a host of services for the learner community. It is sponsored and mentored by Ministry of Education, Government of India, through its National Mission on Education through Information and Communication Technology (NMEICT). Filtered and federated searching is employed to facilitate focused searching so that learners can find the right resource with least effort and in minimum time. NDLI provides user group-specific services such as Examination Preparatory for School and College students and job aspirants. Services for Researchers and general learners are also provided. NDLI is designed to hold content of any language and provides interface support for 10 most widely used Indian languages. It is built to provide support for all academic levels including researchers and life-long learners, all disciplines, all popular forms of access devices and differently-abled learners. It is designed to enable people to learn and prepare from best practices from all over the world and to facilitate researchers to perform inter-linked exploration from multiple sources. It is developed, operated and maintained from Indian Institute of Technology Kharagpur.
