NDLI: Transmitter Identifier Systems for CB Radio

Abstract	The need for Automatic Transmitter Identifier Systems (ATIS) is justified based on rule compliance and television interference (TVI) problems. Federal Communications Commission (FCC) rule making activities relative to ATIS are reviewed. The functional requirements of an ATIS are proposed that will satisfy the rule compliance and TVI needs while at the same time provide selective calling (SELCALL) features. The potential applications and utility of the SELCALL features are further developed. Technical parameters of a general ATIS/SELCALL system are identified along with the tradeoffs against signalling time, channel bandwidth, weak signal performance, and interference with normal voice communications. Using the functional requirements and technical parameters developed, existing ATIS systems are reviewed to determine suitability. A specific ATIS/SELCALL approach is proposed that meets the specified criteria. Existing CB transceiver designs are examined with a view toward incorporating the proposed ATIS into the radio in such a way as to deter tampering. The cost and packaging impact of the proposed ATIS is estimated. Additional logistical obstacles to ATIS implementation are identified and resolved.
