| Abstract | : The management of teachers is one of the factors that affect the quality of learning in schools. Learning is the duty and responsibility of a professional teacher in implementing quality management in schools. The purpose of this study is to determine (1) the planning of learning programs, (2) the implementation of teaching methods, (3) the obstacles faced by teachers in improving the quality of learning, and (4) solution that teachers do in the face of obstacles. This study uses descriptive qualitative approach. Collecting data using the techniques of interview, observation and documentation. Test the validity of the data by reducing, display and verification of data. Subjects in this study were PAI teacher, school principal and chairman MGMP. Research results: (1) applied learning teacher planning PAI prepared in accordance with the instructions guided the development of the syllabus with the standard of competence and basic competences and formulate indicator, preparing lesson plans and make skenorio prepared in accordance with the learning activities; (2) implementation method starts with learning by teachers to plan learning programs, set the mood of the class, and conducting initial, and final core activities; (3) the obstacles faced by teachers in learning, namely: declining student motivation and lack of hours of lessons available; (4) solutions which do teachers in learning, are: students equipped with the tenets of Islam as the foundation of human morality, equipped with a variety of educational skills, and equipped with a wide range of sporting activities |
