| Abstract | Operators of high-speed networks such as wide area carriers and Internet backbone service providers are concerned to implement simple charging schemes by which they can fairly recover costs from their customers and effectively allocate resources in their networks. When appropriately defined, the "effective bandwidth" of a connection is a good proxy for the quantity of network resource it consumes; therefore the effective bandwidth can be the basis for the usage charge that a connection should incur. This paper describes methods of computing such charges from simple measurements being duration and volume, and then relating these to bounds on the effective bandwidth.
