| Abstract | The goal of SMHC is to dramatically improve student achievement in large, urban public school districts by restructuring their human capital management systems. SMHC reforms aim to recruit top teacher, principal and central office talent and to performance-manage those individuals to improve the effectiveness of instruction in all classrooms. As part of this effort, SMHC is conducting case studies of effective SMHC practices in leading-edge districts and organizations. The case studies focus on the three major elements of all human capital management practices: talent acquisition, talent development and motivation and talent retention, as discussed in the foundational paper defining SMHC by Odden and Kelly (2008).
