First External Management Review of ICARDA, 1984

Description	Report of the external management review (EMR) mission to ICARDA in 1984, the sixth EMR conducted by the CGIAR Secretariat and first one not carried out concurrently to a TAC external program review. The document includes a transmittal letter from CGIAR Executive Secretary Curtis Farrar to CGIAR Chairman S. Shahid Husain, and letter from ICARDA Director General Mohamed Nour and Board Chairman Andreas Papasolomontos responding to the report. The report was a comprehensive summary of ICARDA's management. The panel was unable to comment on board operations, as it did not observe the board in action. The panel recommended strengthening management in the human resources and administrative services, and reorganization of ICARDA's physical plant operations. It also proposed a revised organizational structure for the center. Relations with the Government of Syria were under negotiation at the time of the review, and were not addressed in the report.The report was discussed at TAC 33 in March 1984, and at the CGIAR meeting in November 1984.
