Description	External program and management review (EPMR) of ILCA, conducted in 1991 and completed in January 1992 by a panel chaired by Norman J. Halse. The document also contains a summary of the discussion of the review at the CGIAR meeting in October 1992; a transmittal from the TAC Chair and CGIAR Executive Secretary; TAC's commentary, ILCA's response, and a transmittal from the panel chair.The panel made 37 recommendations, including enhanced cooperation but not merger, between ILCA and ILRAD, simplification of both the substance of the research and the research management system, greater attention to the management of human resources and staff morale, moving more of ILCA's zonal programs to sites of other IARCs, and greater effort to expand female professional staff. Programmatic recommendations included reconsideration of the exclusion of drier areas from the research, maintaining attention to small ruminants, and extending research on trypanotolerance.Agenda document at TAC 58, and the CGIAR meeting in October 1992. The review was also considered in connection with the discussion of livestock priorities at the CGIAR meeting in May 1993.
