Description	External program and management review (EPMR) of ICRAF, conducted between September 1992 and January 1993 by a panel chaired by P. B. H. Tinker. The document also contains a summary of the discussion of forestry and agroforestry at the CGIAR meeting in May 1993, a joint transmittal from the TAC Chairman and CGIAR Executive Secretary, TAC's commentary, ICRAF's response, and a transmittal from the panel chair.The review contains a summary of ICRAF's history and current programs. The panel noted some difficulty in keeping up with the rapid growth of activities, and cautioned against a possible dilution of research quality because of that growth, particularly the expansion outside of Africa. The panel made suggestions for strengthening the strategic planning process. ICRAF was commended for its collaboration with other institutions.The panel urged caution in expanding work on tree improvement and germplasm resource conservation, noting the long time frames and high expense involved. It recommended increasing capacity in the social sciences. ICRAF's ecoregional work, particularly on alternatives to slash and burn agriculture, were commended. The center was also praised for taking steps to strengthen its financial management systems.The report of the EPMR was considered at TAC 60, and the CGIAR meeting of May 1993.
