| Abstract | The South Texas Project was granted a first-of-kind exemption from special treatment requirements contained in 10CFR Parts 21, 50, and 100 in August 2001. Since that time, South Texas has pursued a cautious, deliberate approach to implement these risk-informed exemption allowances. Over the past two years, South Texas has gained a unique insight into the challenges and benefits that exist in pursuing a broad-based risk-informed application. The American nuclear industry is currently pursuing similar capabilities through proposed rule 10CFR 50.69 which is scheduled for NRC final review and approval in the July, 2004 timeframe. This proposed rule closely resembles the approach taken by South Texas in the exemption process and the allowances granted. For nuclear utilities that wish to pursue a similar broadbased risk-informed application, a well-conceived strategic approach is needed to prioritize the implementation activities as well as engage stakeholders in the implementation process. Cultural and communication challenges exist which must be addressed and effectively overcome. The goal of this paper is to communicate these challenges to the attendees, inform attendees of the safety and economic benefits to be recognized through this risk-informed approach, and to provide insight into continuing application opportunities that were not readily apparent when the broad-based exemption was originally conceived. This paper and presentation will be beneficial for both domestic and international attendees, as well as for personnel with utility or regulatory backgrounds. |

National Digital Library of India (NDLI) is a virtual repository of learning resources which is not just a repository with search/browse facilities but provides a host of services for the learner community. It is sponsored and mentored by Ministry of Education, Government of India, through its National Mission on Education through Information and Communication Technology (NMEICT). Filtered and federated searching is employed to facilitate focused searching so that learners can find the right resource with least effort and in minimum time. NDLI provides user group-specific services such as Examination Preparatory for School and College students and job aspirants. Services for Researchers and general learners are also provided. NDLI is designed to hold content of any language and provides interface support for 10 most widely used Indian languages. It is built to provide support for all academic levels including researchers and life-long learners, all disciplines, all popular forms of access devices and differently-abled learners. It is designed to enable people to learn and prepare from best practices from all over the world and to facilitate researchers to perform inter-linked exploration from multiple sources. It is developed, operated and maintained from Indian Institute of Technology Kharagpur.
