Abstract	This paper comprises two parts. The first describes results from the empirical follow-up study. This study concerns the change-over and early use periods of new application software. After one year's experience in usage of a computer system we organize a programming course for users. Our findings encourage to give users more responsibility in systemeering. Most clerks passed the program comprehension test and some of them constructed small simple programs. The second part comprises a consideration of various systemeering models. Much attention is paid to participation of users in different systemeering tasks. Also a short post-analysis is made concerning the role of the user. Various degrees of participation are identified.
