| Abstract | Welcome to NOSSDAV 2011, the 21st International Workshop on Network and Operating Systems Support for Digital Audio and Video. The workshop is sponsored by ACM SIGMM and in cooperation with SIGOPS and SIGCOMM. We are delighted to have you join us at the campus of University of British Columbia (UBC) in Vancouver. NOSSDAV 2011 features a 2-day technical program featuring 21 technical papers. The technical papers cover traditional systems challenges of multimedia, such as streaming and media adaptation, as well as emerging fields such as mobile and social media. We hope that you will find this rich and varied program inspiring. NOSSDAV 2011 received 61 submissions from the globe. This year's review process includes two stages. At the first stage, every submitted the paper received three reviews. The second stage includes discussions among the reviewers moderated by the TPC chairs. Based on the reviews and the discussion result from the reviewers, we accepted 21 for publication and presentation in the final NOSSDAV 2011 program. We are grateful for all the hard work of the NOSSDAV 2011 technical program committee. We like to thank the whole technical program committee as well as all the authors who provided the content to this workshop. We are honored to have Jim Bankoski of Google join us as our keynote speaker to talk about WebM and VP8. Jim was Chief Technology Officer at On2 Technologies from 1998 until 2010, when Jim joined Google as part of their acquisition of On2. He co-invented and developed video technology used by over 1 billion people (through Adobe Flash, Skype, and Aim Triton). This includes On2's full line of codecs including TM2X / Wavelet Codec, VP3 to VP7 since 1998. Jim currently leads Google's efforts on the WebM project, which is dedicated to developing a highquality, open video format for the web that is freely available to everyone. |

National Digital Library of India (NDLI) is a virtual repository of learning resources which is not just a repository with search/browse facilities but provides a host of services for the learner community. It is sponsored and mentored by Ministry of Education, Government of India, through its National Mission on Education through Information and Communication Technology (NMEICT). Filtered and federated searching is employed to facilitate focused searching so that learners can find the right resource with least effort and in minimum time. NDLI provides user group-specific services such as Examination Preparatory for School and College students and job aspirants. Services for Researchers and general learners are also provided. NDLI is designed to hold content of any language and provides interface support for 10 most widely used Indian languages. It is built to provide support for all academic levels including researchers and life-long learners, all disciplines, all popular forms of access devices and differently-abled learners. It is designed to enable people to learn and prepare from best practices from all over the world and to facilitate researchers to perform inter-linked exploration from multiple sources. It is developed, operated and maintained from Indian Institute of Technology Kharagpur.
