Abstract	It is my great pleasure and distinct honor to welcome you to the 19th International Workshop on Quality of Service (IWQoS)! IWQoS is the premier annual workshop dedicated to all aspects of Quality of Service in the areas of networking and communications. This workshop provides an international forum for the presentation and discussion of cutting edge research in this field. This year, we are introducing a number of "firsts" to IWQoS. For the first time, IWQoS is being co-sponsored by both IEEE and ACM. This is indeed appropriate since IWQoS has long had interdisciplinary technical contributions from both electrical engineering and computer science communities. Also for the first time, IWQoS is being held as part of the Federated Computer Research Conference (FCRC), which allows the attendees from our workshop to mingle with the attendees from other FCRC conferences and workshops. Finally, new this year, we are organizing a special section in the IEEE Transactions on Network and Service Management (TNSM) to provide a fast-tracking of high-quality papers from this forum for journal publication.
