Abstract It is our great pleasure to welcome you to this second meeting of the ACM SIGACT Annual Workshop on Principles of Mobile Computing (POMC'02). The first meeting took place in Newport (RI, USA) in August 2001, together with the 20th ACM Symposium on Principles of Distributed Computing (PODC 2001). This year, POMC is organized in Toulouse (France), in conjunction with two prestigious events: the $16^{th}$ International Symposium on DIStributed Computing (DISC 2002), and the $4^{th}$ European Dependable Computing Conference (EDCC-4).Mobile computing and communications devices are proliferating in recent years. The mobility of distributed computing components raises a number of interesting, and difficult, algorithmic issues. In order to address these new challenges, it has become essential to foster cooperation among mobile computing systems researchers and distributed algorithms theoreticians. POMC serves this purpose adequately by bringing together researchers in mobile computing (especially, but not exclusively, ad hoc networks) and distributed algorithms (especially, but not exclusively, dynamic networks). The forum consists of a combination of contributed papers and one-hour tutorials, with significant time allocated for discussions.The fourteen papers published in these proceedings are all outstanding contributions addressing important issues in the fields of mobile computing and distributed algorithms. These papers were selected from submissions of high quality.

It is sponsored and mentored by Ministry of Education, Government of India, through its National Mission on Education through Information and Communication Technology (NMEICT). Filtered and federated searching is employed to facilitate focused searching so that learners can find the right resource with least effort and in minimum time. NDLI provides user group-specific services such as Examination Preparatory for School and College students and job aspirants. Services for Researchers and general learners are also provided. NDLI is designed to hold content of any language and provides interface support for 10 most widely used Indian languages. It is built to provide support for all academic levels including researchers and life-long learners, all disciplines, all popular forms of access devices and differently-abled learners. It is designed to enable people to learn and prepare from best practices from all over the world and to facilitate researchers to perform inter-linked exploration from multiple sources. It is developed, operated and maintained from Indian Institute of Technology Kharagpur.
