| Abstract | The EATIS 2008 - Euro American Conference on Telematics and Information Systems - is devoted to the production of scientific work around e|m-Inclusion, e|m-Government, e|m-Health, e|m-Learning, e|m-Culture and e|m-Entertainment (local, regional, national and international), Web Semantic, and Web 2.0 communities, contents and technologies. Although EATIS is only in its third edition, it has already been recognized by several well-known international institutions which publish papers in English, Portuguese and Spanish languages. The proceedings of EATIS.org are published by The ACM Digital Library (ACM-DL). Selected best papers of "The EATIS'08 ACM-DL Proceedings" will be invited to submit extended papers which will be further peer-reviewed for potential inclusion in special issues of the following international journals: IEEE Latin America Transactions, Journal of Mobile Multimedia (JMM), International Journal of Web Information Systems (IJWIS), Journal of Theoretical and Applied Electronic Commerce Research (JTAER). In addition, the Brazilian Computer Society (SBC) and the Association for Computing Machinery (ACM) have both renewed EATIS.org in-Technical Collaboration Protocols. Furthermore, the ACM opened space and technical cooperation with its Special Interest Groups on Multimedia (SIG MM), on Applied Computing (SIGAPP), and on Graphics and Interactive Techniques (SIGGRAPH). EATIS is being held in Brazil for the first time, providing an opportunity for the local scientific and professional community to integrate with researchers and practioners with a broad range of interests in the main topics of the conference from Brazil and other countries. EATIS 2008 is structured around technical sessions, seminars and talks from invited speakers from the international community. We specially thank the keynote speakers Dr. Ismail Khalil and Dr. Patrício Serendero, for their valuable contributions in this edition of the conference. The proceedings record the contributions of 47 papers, 25 of them published as full papers and 22 as short papers. These papers are selected out of 112 submissions from 15 different countries, including Brazil. Each of the selected papers was evaluated by at least two reviewers and one advocate. |

National Digital Library of India (NDLI) is a virtual repository of learning resources which is not just a repository with search/browse facilities but provides a host of services for the learner community. It is sponsored and mentored by Ministry of Education, Government of India, through its National Mission on Education through Information and Communication Technology (NMEICT). Filtered and federated searching is employed to facilitate focused searching so that learners can find the right resource with least effort and in minimum time. NDLI provides user group-specific services such as Examination Preparatory for School and College students and job aspirants. Services for Researchers and general learners are also provided. NDLI is designed to hold content of any language and provides interface support for 10 most widely used Indian languages. It is built to provide support for all academic levels including researchers and life-long learners, all disciplines, all popular forms of access devices and differently-abled learners. It is designed to enable people to learn and prepare from best practices from all over the world and to facilitate researchers to perform inter-linked exploration from multiple sources. It is developed, operated and maintained from Indian Institute of Technology Kharagpur.
