Abstract	Despite the fact that current smartphone platform incorporates efficient energy measurement tools, robust power models, and mechanisms to control energy, battery lifetime continues to frustrate users. This is because of the disconnect between "one-size-fits-all" approach of these solutions and the wide diversity in device usage and app behavior that actually exists. We identify the missing piece of the mobile device energy management puzzle which helps us address diverse energy expectations of different users interacting with different apps. To enable flexible energy management we introduce a framework named Jouler. To allow effective energy management we propose an app-value metric and user behavior classifiers as critical inputs besides energy measurement to policies managing energy of the device.
