| Abstract | We are delighted to welcome you to the first ACM SIGIR Conference on Human Information Interaction and Retrieval (CHIIR, pronounced "cheer"), held in Chapel Hill, North Carolina, USA from March 13 to March 17, 2016. CHIIR provides a forum for the dissemination and discussion nof research on the user-centered aspects of information interaction and information retrieval. CHIIR focuses on elements such as human involvement in search activities, and information seeking and use in context. The conference represents a merger of two successful past events: the Information Interaction in Context conference (IIiX) and the Human Computer Information Retrieval symposium (HCIR), which have run since 2006 and 2007 respectively. We are pleased to present here the proceedings of their successor, CHIIR 2016. The CHIIR 2016 program consists of Full (ten page) papers and Short (four page) papers. We received a total of 58 Full paper submissions, of which 23 were accepted for publication in the proceedings, resulting in an acceptance rate of 39.7%. One of these Full papers is a New Perspectives paper, which is intended to argue systematically for a new approach, methodology, or theory in the field. We also received a total of 54 Short paper submissions, out of which 26 were accepted for publication, for an acceptance rate of 48.1%. Full papers are allocated a 30-minute presentation slot in the program. Short papers are presented as posters during a special evening session, with a short boaster presentation earlier in the day. In addition to contributed papers, the CHIIR program features two keynotes by prominent academic researchers, Mark Ackerman (University of Michigan, Ann Arbor, USA) and Pia Borlund (Royal School of Library and Information Science, Aalborg, Denmark). We thank the keynote speakers for their illuminating talks and for sharing their insights and wisdom with the conference attendees. It also features three Workshops, two Tutorials, and a Doctoral Consortium. |

National Digital Library of India (NDLI) is a virtual repository of learning resources which is not just a repository with search/browse facilities but provides a host of services for the learner community. It is sponsored and mentored by Ministry of Education, Government of India, through its National Mission on Education through Information and Communication Technology (NMEICT). Filtered and federated searching is employed to facilitate focused searching so that learners can find the right resource with least effort and in minimum time. NDLI provides user group-specific services such as Examination Preparatory for School and College students and job aspirants. Services for Researchers and general learners are also provided. NDLI is designed to hold content of any language and provides interface support for 10 most widely used Indian languages. It is built to provide support for all academic levels including researchers and life-long learners, all disciplines, all popular forms of access devices and differently-abled learners. It is designed to enable people to learn and prepare from best practices from all over the world and to facilitate researchers to perform inter-linked exploration from multiple sources. It is developed, operated and maintained from Indian Institute of Technology Kharagpur.
