| Abstract | Ever since the first business computer was used to assist the U.S. Census Bureau in 1951, an enormous number of user projects have failed to materialize and have joined other “rusty” software projects in the computer junkyard. Thus, the history of computer project development has become tainted with failure after failure. When one asks users what went wrong with their EDP project, they spill out their woeful tales and expound upon how the data processing (DP) project members could not understand what the user wanted, and how long it took before they were shown results. By the time the results were reviewed, to the chagrin of both sides, little time remained before the user's critically needed product was due. When members of the DP community are asked what went wrong, they begin to unravel a sad story that the user did not know what he wanted, was complacent about the project, and took an enormous amount of time to decide what was really needed. In the final analysis, three very clear problems begin to emerge, namely, (1) data processing did not understand the area of application or the mission of the organization, (2) the user did not or was not allowed to fully participate in developing the DP project, and (3) communications between DP, user and top level management deteriorated almost to the point of physical violence. |

National Digital Library of India (NDLI) is a virtual repository of learning resources which is not just a repository with search/browse facilities but provides a host of services for the learner community. It is sponsored and mentored by Ministry of Education, Government of India, through its National Mission on Education through Information and Communication Technology (NMEICT). Filtered and federated searching is employed to facilitate focused searching so that learners can find the right resource with least effort and in minimum time. NDLI provides user group-specific services such as Examination Preparatory for School and College students and job aspirants. Services for Researchers and general learners are also provided. NDLI is designed to hold content of any language and provides interface support for 10 most widely used Indian languages. It is built to provide support for all academic levels including researchers and life-long learners, all disciplines, all popular forms of access devices and differently-abled learners. It is designed to enable people to learn and prepare from best practices from all over the world and to facilitate researchers to perform inter-linked exploration from multiple sources. It is developed, operated and maintained from Indian Institute of Technology Kharagpur.
