| Claim | Claims: A turbine with rotary runner blades comprising: a) A turbine case b) At least one runner hub, c) At least one rotary blade mounted in the runner hub, d) A turbine shaft connected to the at least one runner hub with rotary blades Wherein the high pressure fluid enters the turbine case to push on the rotary blades which forms a closed chamber to rotate the runner hub, wherein the runner hub rotates the turbine shaft, wherein protrusions mounted on the turbine case are used to open and close the rotary blades which turn the runner. A turbine with fixed runner blades comprising: a) A turbine case, b) A runner with at least one runner blade, c) At least one valve pivoting about its center and balanced on both ends by intake pressure Wherein high fluid intake pressure is used to substantially cancel the pressure exhorted on the runner blade in opposite direction of the runner in running direction. A turbine according to claim 1 and 2, wherein a governor is attached directly or indirectly to the turbine shaft comprising: a) A governor housing, b) At least one driving gear, c) At least one driven gear, d) At least one valve, e) At least one control screw Wherein fluid is displaced by the gears to create resistance and force, as the turbine shaft spins faster, wherein the force generated is used to rotate attached wicket gates, wherein the turbine shaft is connected to the at least one driving gear, wherein the at least on control screw is used to control fluid flow within the governor housing by controlling how wide the at least one valve is open. |
