NDLI: Hits Borah-O'Mahoney licensing bill. Washington, D.C., March 22. Edward Clark, Texas Secretary of State, protested before a Senate Judiciary Committee today that the Borah-O'Mahoney liscencing bill was a thinly veiled attempt to control production rather than to regulate interstate commerce.
