NDLI: For Constitutional amendment. Washington, D.C., Mar. 22. Senator Burton K. Wheeler of Montana who was the chief witness on the stand today at the Senate Judiciary hearing. He is opposed to the packing of the Supreme Court by legislation. The Senator proposed that the matter be achieved by constitutional ammendment.
