A man labled "That Innocent Bystander, the Taxpayer," looks on in dismay. Conservatives criticized both the farm bill and veterans bonus legislation passed in 1936 and, of course, objected to raising taxes to pay for them. Kirby was normally a strong liberal, but he sometimes had to reflect the policies of his conservative employer, the World Telegram and Sun, during the 1930s. |
