Description | Editorial cartoon shows President Carter's brother Billy, sprawled in a chair in the Oval Office in the midst of a sea of beer cans labeled "Billy Beer," tossing an empty can over his head. President Carter, on the telephone at his desk, admonishes Panama's leader General Omar Torrijos for his support of his brother Maoisés. In February 1978, in an effort to discredit Carter's plan to return control of the Panama Canal to the Panama government, opponents publicized the fact that Maoisés had been accused of smuggling heroin into the United States. Marlette pokes fun, noting that Billy Carter with his widely publicized drinking and other shenanigans, was an embarrassment to the U.S. president. Marlette drew cartoons for the Charlotte Observer and other southern newspapers from 1972 until his death in 2007 and won the Pulitzer Prize in 1988. He also drew the popular comic strip Kudzu. |
