Description | World War II cartoon shows Uncle Sam standing on a rock (labeled "Neutrality by Embargo") staring defiantly at a pirate ship (labeled "Aggression") manned by Hitler, Mussolini, and a Japanese. He is hobbled, however, by a chain around his ankles. A fat man (labeled "Congress") bids him farewell, saying "Stand there until next session." During the 1930s, in an effort to keep the United States out of any conflict, Congress passed neutrality legislation preventing the export of arms to any nation at war. By 1939, Roosevelt and others believed that the repeal of this legislation might serve to prevent Hitler and other members of the Axis from going to war. In July 1939, however, the Senate Committee on Foreign Relations voted to defer any decision until the next year. The Germans invaded Poland six weeks later. |
