Description | Editorial cartoon shows Sir William Harcourt as Touchstone, the witty court jester in Shakespeare's As You Like It, pulling along a downtrodden young woman wearing a hat labeled "Majority," and carrying a purse labeled "Votes." The play concludes with the marriages of all the major characters including Touchstone who weds Audrey, a country wench whom he describes as "a poor virgin, sir, an ill-favored thing, sir, but mine own." In July 1894, Harcourt, Chancellor of the Exchequer, got his budget bill through the House of Commons, imposing death duties for the first time. |
