Below him, "Charges" and "Counter-Charges" (labeled "Cuban Issues") are exchanged between the Capitol and the White House. In early fall 1962, Senator Kenneth Keating and other Republicans charged that the Soviets were building up offensive capacity in Cuba and suggested that the Kennedy administration was too timid to take the steps necessary to stop it. President Kennedy denied having evidence of Soviet activities. The cartoonist suggests that the controversy is politically motivated. In October, however, the government confirmed the installation of offensive missiles, precipitating the Cuban Missile Crisis. |
