In March 1976, the U.S. House Judiciary Committee voted 17-16 to send back to subcommittee a bill that would have banned the sale or production of new "concealable" handguns. Valtman's image gives visible form to the words of Rep. Robert F. Drinan, who stated on March 2 that the recommittal vote "kills gun control legislation for this session." The vote to recommit came after a weekend of hard lobbying by the National Rifle Association. Valtman suggests that the gun control bill has been booby-trapped by the gun lobby. |
