Lewis was famous for his ability to defy federal authority in calling illegal strikes. This cartoon probably refers to his activities in March and April 1947 when he managed to have a large fine against the UMW reduced while at the same time calling a two-week work stoppage as a "memorial" for the miners killed at a disaster in Centralia, Illinois. |
