Description | Cartoon shows Uncle Sam holding a head (labeled "Unified Control") for the Greek statue known as Winged Victory (or Nike of Samothrace). On the pedestal is inscribed: "American Aviation." A pile of plaster to be used in attaching the head is labeled "Legislation." Probably refers to the reorganization of the confused aeronautical structure within the War Department in May 1918 as the United States tried to make effective use of the airplane as a weapon during World War I. |
