Description | Cartoon shows Presidential candidate Franklin Roosevelt smiling meaningfully at Dame Democracy in a carriage drawn by a donkey labeled "1832, Old 'One-Hoss Shay' 2/3 Majority Rule." The One Hoss Shay was a carriage (celebrated by Oliver Wendell Holmes in his poem, "The Deacon's Masterpiece") that lasted for 100 years in perfect condition before falling completely to pieces. The Democratic Party required a 2/3 majority to nominate a presidential candidate, a provision put in place, at the instigation of President Andrew Jackson, at the first national Democratic convention in 1832. One-hundred years later, in 1932, the Roosevelt forces tried to persuade the Democratic Convention to abandon the old rule. They failed, but sì³®ded four years later. |
