In the Fall of 1964, the Soviet Union refused to pay its share of the expenses of what it maintained were illegally-constituted UN peacekeeping activities. The United States demanded that the Soviet Union pay up or risk losing its vote in the General Assembly. Rather than destroy the United Nations, the U.S. eventually backed down. |
