Description | Cartoon shows President Roosevelt handing a document reading "Why Not Give Us Real Neutrality?" to Uncle Sam, over the head of an obdurate old man labeled "Senate," seated in a chair. In the summer of 1939, as tensions rose in Europe, President Roosevelt recommended legislation to repeal the arms embargo provisions of the Neutrality Act of 1937, saying that this would prove a deterrent to war. The Senate refused to act. The cartoonist suggests that it is now time for the President to take his case to the American people. |
