Description | Cartoon shows a gun battle between men in a Coast Guard cutter and those in another small boat. During Prohibition, ships carrying liquor lurked outside U.S. territorial waters and offloaded their cargoes onto small fast boats that could evade the Coast Guard. In March 1923, it was reported that gangs of rumrunners had relocated to the coasts off Long Island. The cartoonist compares this activity to the maneuvers of the U.S. Navy, slated to take place in the Pacific later in the month. |
