By 1930, many people had concluded that Prohibition was a failure and should be repealed. Senator Fess, Chairman of the Republican National Committee and a spokesman for the Anti-Saloon League, insisted on aligning the Republican Party with the dry forces, even after the Democrats made notable gains in the Congressional elections of 1930. |
