Description | Cartoon shows Secretary of State Dean Acheson delivering a scroll labelled "Atlantic Pact" to the Chairman of the Senate Committee on Foreign Relations, Arthur Vandenberg, and the ranking minority member, Senator Tom Connally. Vandenberg responds: "Rest assured, Mr. Secretary, there will be no partisan politics . . . but you know how the Senate likes to talk things over." The Atlantic Pact, signed in Washington on April 4, 1949, established NATO, the North Atlantic Treaty Organization. Vandenberg, a Republican, led his party in the early years of the Cold War, in working in bipartisan fashion with the Democratic Administration. With his backing, the Senate ratified the treaty on July 21 of that same year. |
